ASP.NET pages on a server with different locale

Got this problem when tried to publish a aspx page, containing russian text, on a web server with default locale set to english. All russian text appears as eoeooe. Page has all possible charset/language attributes set to russian. Any idea? Solution is to save aspx as Unicode text, I just used notepad for this. Probably VS.NET has some settings to have pages saved in Unicode by default, will try to find
